Each region independently sets the deadlines for informing USE participants about the results of the exam. Traditionally, this is 1-2 days after the announcement by Rosobrnadzor of the minimum number of points in the subject.

Schools (for graduates of the current year), as well as PES or education authorities (depending on the organizational and territorial scheme adopted in the region) of the region are required to post lists of USE participants with exam results on information stands and / or their own websites. The appearance of the lists on the information stand is considered the moment of the official announcement of the results of the exam.

If the announcement of results is delayed by more than 2 days, the local education authority should be contacted.

1. When can an appeal be filed?

The USE participant has the right to appeal:

    about violation of the established procedure for conducting the exam - on the day of the exam after passing the exam forms before leaving the PES

    on disagreement with the USE results - within 2 WORKING days after the official announcement of the exam results and familiarization of the USE participant with them

    Appeals will not be accepted:

    in connection with the violation by the USE participant of the rules of conduct on the USE or the rules for filling out forms

    2. Appeal about violation of the established procedure for conducting the exam

    Actions of the USE participant:

    at the end of the exam, without leaving the PES, receive from the organizer in the audience a form (two copies), according to which the appeal is drawn up

    transfer both copies to an authorized representative of the SEC, who is obliged to accept and certify them with his signature, give one copy to the USE participant, transfer the other to the conflict commission

    receive the result of the consideration of the appeal in your educational institution or in local governments exercising powers in the field of education (MOE) no later than 3 calendar days after its submission

  • If the appeal is satisfied, the USE result is canceled and the participant is given the opportunity to take the USE in this subject on another (reserve) day. He is assigned the date and place of re-taking the exam in the relevant subject.

    Notes:
    The decision to cancel the results of the exam can be made:

  • if an internal investigation of the SEC confirms the fact of violation of the established procedure for conducting the exam
  • if the conflict commission satisfied the appeal of violation of the established procedure for conducting the exam
  • if an authorized representative of the SEC, a public observer or authorized representatives of Rosobrnadzor, as well as prosecutors and law enforcement agencies, establish violations of the USE procedure at the USE venue, which could have a significant impact on the results of the USE

    3. Appeal of disagreement with the results of the exam

    Actions of the USE participant:

  • within 2 working days after I officially got acquainted with the results, receive from the responsible secretary of the conflict commission (for graduates of the current year - from the head of their educational institution) a form in 2 copies, according to which the appeal is drawn up (it is possible to draw up an appeal in any form)
  • draw up an appeal in 2 copies
  • transfer both copies to the above persons (who are required to accept and certify them with their signature, give one copy to the USE participant, and transfer the other to the conflict commission)
  • receive information about the time and place of the appeal
  • if possible, come to the procedure for considering appeals to the conflict commission, having a passport and a pass with the stamp "Unified State Examination forms handed over" (or a PPE stamp)
  • confirm in the minutes of the appeal that he was shown copies of his forms and the correctness of recognition of his answers in the forms
  • participate in an appeal
  • sign the minutes of the appeal

    Possible solutions to the conflict commission:

  • rejection of the appeal due to the absence of technical errors in the processing of the USE forms and errors in assessing answers to tasks in free form by experts and saving the points set;
  • satisfaction of the appeal and the issuance of other points.

    Notes

  • When considering an appeal, instead of the USE participant or together with him, his parents (legal representatives) may be present, who must also have passports with them (the legal representative must also have other documents confirming his authority).
  • If the USE participant or his parent (legal representative) did not appear for the consideration of the appeal, the correctness of the recognition of the answer forms is confirmed by the members of the conflict commission.
  • Drafts as materials of the appeal are not considered.

At a time when the Unified State Examination was only part of the all-Russian practice, it was believed that such an appeal was a disastrous business.   • lost points due to the fact that the student incorrectly completed the work, mixed up the lines of entering answers in the examination form, and the like. The inattention of the student remains only on his conscience;
  • assessment of draft forms. Even if you wrote an excellent essay, but did not have time to rewrite it in the answer sheet, it is useless to demand that this sheet be checked. At the exam, they immediately warn that the draft exists only for the personal convenience of the examinee, but is not checked by the members of the commission.

When and how does an appeal take place?

The schedule for the exam, as well as the deadlines for filing appeals and their consideration, Rosobrnadzor will publish by mid-January. Based on the practice of past years, we can say that usually an appeal is scheduled 2-3 days after the receipt of applications (but no later than on the 4th business day). For example, if the results of the exam were announced on June 14, then no later than June 15-16, you will need to apply for an appeal, and the procedure itself will be scheduled for the 17-20th.


If the order of the exam was violated, you will be allowed to rewrite it

As mentioned above, this application must be submitted immediately on the day of the exam - before the student leaves the exam class. You need to write an application in two copies - the first of them goes to the conflict commission, and the second remains with the student. The graduate must ensure that a member of the examination committee puts a note on the application that the document has been accepted for consideration. The appeal procedure is carried out with the obligatory presence of certain persons, including:

  • organizers who were not part of the observers at the exam;
  • specialists responsible for the technical part (for example, video surveillance in the classroom);
  • public observers;
  • security officers;
  • health workers.

The application must be registered in a special journal and considered within two days after submission. The date, place and time of the procedure must be communicated to the student and his parents or legal guardians.

As a result, the commission may satisfy the requirements of the student, or, on the contrary, decide that they have no reason to satisfy. A positive decision of the commission means that the result of the work will be canceled, and the student will be able to rewrite the exam - special days are allocated for this in the schedule. If the decision is negative, the exam result remains unchanged.

Appeal in case of disagreement with the points received

This type of appeal must be filed within two working days from the date of announcement of the results of the exam in the subject.   • Go to your appeal with your mom, dad, or another adult who can represent you. Yesterday's schoolboy, most likely, will be confused in the face of the conflict commission. In addition, he may be given an answer devoid of specifics. Mom, dad or another close person will help you feel much more confident, and their opinion and arguments can play a decisive role in the dispute.
  • Insist that the work be rechecked in your presence. Quite often, the graduate is told that the work has already been rechecked, and the commission decided to leave the result unchanged. Remember that this state of affairs grossly violates your rights - an absentee appeal is possible only if the student and his representatives simply did not appear at the procedure. The final decision on the work must be made in the presence of the appellant, and the members of the commission must explain each deducted point.
  • Do not leave the venue of the appeal until a full explanation of the work and decision of the commission has been given. All low scores must meet the criteria put forward for evaluating the work, so do not accept as an answer the general wording that the scores for the solved CMM are already high enough. Until you are satisfied with the explanation for each deducted point, do not sign the appeal documents.
  • Don't give up halfway. If you have already decided to appeal, then, in fact, there is nothing to lose. If they try to intimidate you, the commission does not give clear answers, and the procedure is far from objectivity, you can file a second (federal) appeal. With this procedure, the work is sent for re-checking, and the new commission does not know how many points you were awarded last time. Of course, this is not a clear chance of success, but you will know for sure that you did your best.
  • Do not be afraid of this procedure. A significant part of the students who are not satisfied with their results are simply afraid to go to the appeal so as not to lose extra points. Of course, if a member of the commission finds additional errors during the check, the points may be revised downward. However, if you look at the statistics of appeals, you can see the following figures: in 2015 alone, the commission of the Tomsk region made a positive decision on 25% of all appeals. The same percentage of positive outcomes was registered in the Tyumen region - out of 900 appellants, only eight had their points lowered. The commission, which met in the Khabarovsk Territory, raised the marks of a third of the guys who applied, and the rest of the works remained at their points.
  • Be calm and confident. Take this procedure as an opportunity to defend your position, and not as a showdown on raised voices. If you are rude, yelling, or throwing accusations and threats, you are unlikely to be met.
